Firstly, you may be in an area where there is no data coverage. Data isn't available when you are roaming onto the coverage area of one of T-Mobile's network partners and it is also not available everywhere where T-Mobile have their own network.
If you're in a major city and still can't access data on your phone, then you may need to update the APN settings on your phone in order to access data.
Around 98% of mobile phones will automatically configure themselves for T-Mobile's data network. However if your phone cannot access data you can manually change the APN settings.
If you have an Apple iPhone go to Settings > General Settings > Network > Cellular Data Network
From the APN field, enter internet2.voicestream.com (if that doesn't work try wap.voicestream.com or epc.tmobile.com)
Leave the username and password fields blank.
